I've seen people do these in many places but wasn't sure how to execute these.
It looks like they are in position for a regular tricep pushdown (extension of arm) , but they are doing it in a Pushing fashion as if i was a decline cg benchpress.
Jay also does this in his ripped to shreds dvd , however he does them much wider. Bob Chic did this on his War for the World's on a Dip machine with a W-bar Any tips on how to do this exercise correctly?

Different body angles and attachments create different emphases, although strictly speaking a muscle either contracts or it doesn't. Personally, I prefer to use a V bar, since this takes the stress of my wrists (which helps with bird joints) and allows me to position my hands quite closely together, throwing more stress on the triceps. I also like to keep my body quite upright to keep the movement as strict as possible and ensure that I'm shifting the weight with my triceps and not with any momentum or force from the rest of my upper body. Of course, this is simply my take, since others will perform the movement differently. My advice is experiment with a few bars and angles and see which feels and works best for you.

I never got the hang of these either. I've read that that they are a more effective way to use pushdowns.
Sounds like the idea is to keep elbows flared and push in a straight line instead of an arc.
Any pointers?

Just a different way to hit the muscle. Plus guys like Jay are so strong by the time they get a weight that is difficulut for them they have to position their body like that and do that for a reason.

I actually love this movement, I think it is sort of a combination of regular pushdowns and close grip bench presses, but as has been said earlier you have to do it right. I always use a long totally straight chin down bar for this, because I think it works the best. First, the elbows must be flared out to the sides AND ALWAYS be kept pointing towards the ceiling, or the shoulders take over. Secondly, you have to "drag" the bar along your body almost as if you were doing Gironda body drag curls. If you let the bar get too far away from your bod the shoulders will kick in again. I also like to let people do a little leaning foward on this exercise, looming over the bar as it were, because the fact that it allows more weight to be used than normal pushdowns tends to make it harder to do if you are standing upright. wouldn't a closer grip be used so chest is less involved?

If you're doing pushdowns, and worried about your chest being involved, you seriously need to go get a kinesiology book, and then relearn the basic movement.

I tried doing these today, And it felt like I was working one tricep harder than the other, If I have my head towards the left of the cable, my left arm gets worked more , and vice versa.

Switch sides with each set, so you are proportioned. I do this all the time. It's one of those little things in life that you can get by with doing and just say to yourself "It's just the way it is."
Kind of like driving on the parkway but parking in the driveway.

You could also use a rope attachment or use a v-bar, I like to use several different ones to vary. I use the rope last and alternate my grip either higher or lower on the rope and I flair the rope out when pushing down on altenate reps this hits different parts of my triceps. When using the rope you must have more control and better form. Hope this works it in my opinion is one of the best excercizes to build your triceps, be careful with using too much weight, using the rope places much more pressure on that target area you will really feel it burn.
