Another possiblility is that he was told by the higher ups in the NPC to bypass the pro card and do the Junior Nationals. I know for a fact this happens as I have seen it first hand with a few friends of mine.

Thanks, Eric. Do not doubt anything about the NPC. But I think if an athlete rejects pro status, he or she would have to earn it again in another show. I would not throw out gold hoping to get platinum. Just my opinion.
Wonder if he is doing USA, NA or Nationals?

My friend,Matt Puglia told me in May at the New Englands, that Lockett was born with some kind of defect to his leg...........Matt did the Team Universe the same year Lockett won it.
I know another competitor with the same problem is Bantamweight George Gibson......met him in Pittsburgh one year and he had a bad leg defec t but usually wins his class in every contest he enters.
Lockett, while having a ton of muscle, looks kinda`weird to me for some reason........weirdly thick joints or something odd that ruins his flow........kinda` hard to put my finger on it.
I would have picked Chad LaCount to win the Jrs.,he looked incredible .

Wanted to congratulate Wayne Hugar on his bantam weight win. He has won several masters titles, and it's great to see him hang so well with the youngsters.
Way to go, Wayne!

I know there are natural orginazations and nabba, but.......... Perhaps someone told Lockett he could go far if he took some stuff?? So he did the Jr Nationals to get some exposure in hopes to win the USA?

How many guys do you know who have won the TU and went on to be a successful pro other then Kai Greene? If it was Lockett's decision, I think it was a good one if he intends to make a living as a pro.
