I'm looking for a whey powder that is low carb,and doesnt have splenda or other artificial sweetners in it.Low fat or fat free with a high protein yield per scoop.Like 25 grams or more.I'm using Sportpharma right now but the crap has 55 mg of cholesterol per scoop and has splenda in it.

Absolutely, Trueprotein.com. Plain or customized mixes, they just about have it all.
I also use Beverly Nutrition's Muscle Provider which is a bit more pricey. I interchange (or mix) the two depending what my needs are.
