Depends on that state's legal age, and if of legal age, if it was consensual.
Of course, they are subject to public nudity and performance of lewd acts charges!!

I have worked in the legal field for almost 20 years now. You have to be careful of your wording, especially in court during litigation.
I think you may have used the wrong word.
You asked if this was "Statutory" rape".
I think you meant to ask, " Is this STATUE being raped?
Probably falls under public indecency, or lewd acts.
If someone is "Goosed", that is assualt.
Not sure about someone, or something, being "MOOSED". ;D
